John is an experienced public pension executive who brings nearly two decades of leadership in technology, operations, and governance to the Office of Retirement Services. Before joining ORS in August 2024, he served as Chief Information Officer at the New York City Police Pension Fund, where he modernized core systems, advanced data-driven decision-making, and led large-scale transformations that improved service to more than 90,000 members.
At ORS, John oversees two independent defined benefit plans for the City of San José’s Police & Fire and Federated employees, representing more than 15,000 members and nearly $10 billion in assets. He is focused on strengthening governance, operational excellence, and long-term sustainability while fostering a culture of transparency, accountability, and high performance.
John holds a BS in Mechanical Engineering from Rensselaer Polytechnic Institute in Troy, New York, and is a certified Project Management Professional (PMP).
