Jay joined the Investment Program in 2014 and currently oversees the Public Markets allocations. Prior to joining the City of San José, he spent eleven years at Bank of New York Mellon, where he was a senior portfolio manager for derivatives-based risk hedging solutions. Before Bank of New York Mellon, Jay worked as a financial analyst from the Federal Home Loan Bank and as a research analyst for an energy and environmental economics firm.
