Vision’31 is the strategic plan that will guide the City of San Jose Office of Retirement Services (‘ORS’) through fiscal year 2031. Both the Federated City Employees’ Retirement System Board and the Police and Fire Department Retirement Plan Board approved the plan foundation in March 2026, establishing a shared direction for the organization over the next five years.
