A Message from the CEO


The approval of our Strategic Plan by both the Federated City Employees’ Retirement System Board and the Police and Fire Department Retirement Plan Board marks a meaningful milestone for the Office of Retirement Services (‘ORS’). It reflects months of thoughtful engagement by trustees, staff, and the members we serve, and it gives our organization a shared foundation from which to build.

At the heart of that foundation are five core values: Accountability, Transparency, Integrity, Service, and Stewardship. These are the operating principles that guide every decision we make and every commitment we uphold, at every level of this organization.

The descriptions that follow give meaning and context to each value. I encourage you to read them not as policy, but as a reflection of who we are and who we are committed to being for you.

Accountability


We are individually accountable because we deeply care about the members we serve.

At ORS, accountability begins with each individual and the personal commitment they bring to their work every day. Every person understands that behind every calculation, every phone call, and every decision is a real person or family counting on us to deliver our very best. When every person at ORS owns their part of the mission, the result is an organization that members can trust completely.

Transparency


We share information openly and proactively, because trust is built in the open.

Members, boards, and the public can expect clear, timely, and honest communication from ORS as a matter of practice, not just obligation. Transparency means explaining not only what decisions were made but the

reasoning and values behind them. It is how ORS earns and sustains the trust that is essential to its fiduciary role and to every relationship it holds.

Integrity


We do what is right in every decision and every interaction, especially when no one is watching.

Integrity at ORS is the private standard each person holds for themselves. It is visible in the consistency between what we say and what we do, in benefit administration, in asset management, and in every relationship ORS maintains. The standard is not situational; it is the measure by which every action at ORS is taken.

Service


Serving our members is not what we do; it is who we are.

For ORS, service is the heart of everything. Every process, every system, and every staff decision is ultimately measured by whether it makes the member experience more accurate, more responsive, and more human. Members can expect to be treated with care, competence, and genuine respect at every stage of their retirement journey.

Stewardship


We protect what has been entrusted to us by managing with discipline, care, and a commitment to long term value creation.

Stewardship reflects the full depth of the responsibility ORS carries. To members, it means their retirement security is managed with the same care and discipline they brought to a lifetime of service. To the organization, it means investing in the people, systems, and capacity needed to deliver on that promise for decades to come. To the broader public, it means that assets funded in part through contributions are administered with the discipline, transparency, and prudence that every stakeholder deserves.
